Abstract

This study aims to analyze the role of digital maturity in assessing the responsiveness of e-government services. Using a scientometric method, the research evaluates relevant literature published from 2019 to 2024, sourced from the Scopus database, and applies RStudio and CiteSpace tools for data visualization and trend mapping. The findings reveal that high levels of digital maturity significantly enhance public service efficiency, transparency, and citizen engagement by facilitating the integration of technology, organizational transformation, and citizen-centric service development. The study highlights critical challenges, including gaps in digital infrastructure, low digital literacy, resistance to change within bureaucracies, and data security concerns, which hinder the full realization of responsive e-government systems. The originality of this research lies in its multidimensional approach, providing a strategic framework for evaluating e-government effectiveness based on digital maturity indicators such as accessibility, service quality, and public satisfaction. The study emphasizes the need for investments in secure and efficient infrastructure, comprehensive digital literacy programs, and fostering cross-sector collaboration among governments, private sectors, and civil society organizations to enhance digital transformation. Furthermore, it identifies opportunities for future studies to explore emerging technologies, such as artificial intelligence, blockchain, and big data, in advancing e-government transparency, efficiency, and inclusivity. This study contributes to the discourse on digital governance by positioning digital maturity as a critical enabler of adaptive and effective public services in an increasingly dynamic digital era.
